Umrah Rules 2026–27 for Pakistani Travel Agencies: What Changes in Your Quotes
Nusuk Masar hotel contracts, the 30-day visa, 1448 AH season deadlines and MoRA-verified companies: what each Umrah rule means for your agency and your quotes.

The 1448 AH Umrah season has new rules on both sides: Saudi Arabia controls the visa, hotels and season dates, and Pakistan now controls which companies may sell Umrah at all. Most guides explain the Umrah rules 2026 to pilgrims. This one is for travel agencies: what each rule means for the packages you build, the dates you quote and the way you take payment.
Rules change during a season. Everything below was checked against official announcements and major news reports on 30 October 2026, with sources at the end. Before you promise a client anything, check the latest on the Nusuk and Ministry of Religious Affairs websites.
The rules at a glance
- Season dates (Saudi Ministry of Hajj and Umrah): visas from 31 May 2026, last visa 9 March 2027, last entry 23 March 2027, everyone out by 7 April 2027.
- Hotel contracts (Saudi Ministry of Hajj and Umrah): no Umrah visa until the pilgrim's hotel contract is documented on Nusuk Masar, in a hotel licensed by the Saudi Ministry of Tourism.
- Visa validity (Saudi Ministry of Hajj and Umrah): the visa must be used within one month of issue, or it is cancelled. The stay after arrival is still up to three months.
- Who may sell Umrah (Government of Pakistan, July 2026): only Umrah companies verified by the Ministry of Religious Affairs (MoRA).
- Complaints (Government of Pakistan, July 2026): MoRA takes complaints only against companies it has verified.
1. The 1448 AH season calendar
The Saudi Ministry of Hajj and Umrah announced these dates for the season (Gregorian dates as the ministry published them):
- 31 May 2026 (14 Dhul-Hijjah 1447): Umrah visas start and pilgrims can enter the Kingdom
- 1 June 2026: Umrah permits on the Nusuk app and entry to Makkah begin
- 9 March 2027 (1 Shawwal 1448): last day an Umrah visa can be issued
- 23 March 2027 (15 Shawwal 1448): last day a pilgrim can enter the Kingdom
- 7 April 2027 (30 Shawwal 1448): last day for every Umrah pilgrim to leave
What it means for your quotes: a late-season package must still land before 23 March 2027 and fly back by 7 April 2027. When a client asks for "Ramzan ke baad" (after Ramadan), check the return date against the last departure day before you price anything. A quote that runs past it cannot be sold, however good the hotel rate is.
2. No hotel contract on Nusuk Masar, no visa
Since June 2025, the Saudi ministry has said that no international pilgrim gets an Umrah visa unless their accommodation contract is documented on Nusuk Masar, the ministry's electronic platform, and that service providers must book only hotels licensed by the Saudi Ministry of Tourism.
For this season, the ministry also opened the contracting window between Umrah companies and their service providers (accommodation, transport, catering and other services) on 12 May 2026, through its electronic path.
What it means for your quotes:
- Quote only hotels your Saudi partner can actually contract on Nusuk Masar. Ask your vendor directly, every season, and keep the answer with the rate.
- A rate on WhatsApp is not a confirmed room. Put "subject to availability at the time of booking" in your quote terms and keep the validity short.
- Hotel prices change with the dates. Enter vendor rates with their date periods, so a stay that crosses two periods is priced night by night instead of at the cheaper rate.
3. The Umrah visa is valid for one month from issue
In November 2025, the Saudi ministry cut the Umrah visa's entry validity from three months to one month from the date of issue. If the pilgrim does not enter within that month, the visa is cancelled. Once inside the Kingdom, the stay can still be up to three months.
What it means for your quotes:
- Do not apply for the visa too early. If the client's departure is six weeks away, the visa clock may run out before they fly.
- Agree the departure date before the visa is processed, and write that date on the quote. A client who "may shift by a week" needs to know the visa may have to be redone.
- Keep the quote's validity date shorter than the time you need to apply for the visa and book the tickets.
4. Only MoRA-verified companies may sell Umrah in Pakistan
In July 2026 the federal government notified new Umrah rules under the Hajj and Umrah Act 2024. According to reports from 15 July 2026:
- Only Umrah companies verified by the Ministry of Religious Affairs may provide Umrah services to pilgrims.
- Registered operators were told to complete verification of their Nusuk agreements through the procedure on the ministry's website.
- The ministry will publish the list of approved companies on its official website.
- Complaints against unregistered or unverified companies will not fall under the ministry's responsibility, and pilgrims who use them do so at their own risk.
- Pilgrims are told to pay through banking channels and to keep receipts, contracts and other documents.
- A wider national Umrah policy, drafted by an Umrah Policy Committee, takes effect only after federal cabinet approval.
What it means for your agency:
- If you sell Umrah under your own name, check that your company is verified and that your Nusuk agreement is verified with MoRA. If you sell through a verified company, name that company on your quotes and receipts.
- Expect clients to ask "aap ki company verified hai?" (is your company verified?). Answer with the official list, not a promise.
- Put your bank account details in your quote terms, and give a receipt for every payment. Clients have been told to pay through banks and keep documents, so make that easy.
A checklist for your next Umrah quote
- Departure and return dates fall inside the season (entry by 23 March 2027, departure by 7 April 2027).
- Every hotel on the quote can be contracted on Nusuk Masar by your Saudi partner.
- Hotel rates match the travel dates, night by night.
- The visa will be applied for within a month of departure, not earlier.
- The quote has a short validity date and says that prices and rooms are confirmed at booking.
- Your verified company's name, or the verified company you work through, is on the quote and the receipt.
- Payment details are bank details, and every payment gets a receipt.
